Kirklees Council has activated the Severe Weather Emergency Protocol (SWEP) in response to the recent cold weather, offering rough sleepers in the area a warm bed for the night.

This protocol serves as an additional ‘safety net’ for those at risk of rough sleeping.

Aims and Objectives

SWEP is triggered when temperatures are forecast to fall to zero degrees or below for three consecutive nights or when severe adverse weather is predicted.

The primary aim is to prevent deaths on the streets during severe weather conditions. This activation commenced on Monday, 18 November, and will be continuously reviewed.

Contact Information for Rough Sleepers

The Council urges residents to contact the following numbers if they encounter anyone sleeping rough during this period:

• Out of hours/weekend: Emergency Duty Service at 01484 414933
• Weekdays between 9 am and 5 pm: Housing Solutions Service at 01484 221350

Kirklees Council’s Rough Sleeping Initiative team, in collaboration with homelessness partners and street outreach groups, operates year-round to assist those at risk of sleeping rough.

Their support includes facilitating access to emergency accommodation and addressing issues related to poor health and substance misuse.

SWEP provides quicker access to emergency beds while the Council continues to work with individuals to find long-term solutions.

How SWEP Works

Everyone provided with a bed through SWEP receives a visit from a housing officer the next morning. They discuss available options and long-term help. However, some individuals may not be ready to accept assistance.

For those who decline help through SWEP, partners like The Huddersfield Mission and the Welcome Centre offer a place to chat and stay warm.

Accommodation for Pets

The Council allows pets wherever possible, though a few locations may not accommodate them. This is considered when allocating emergency accommodation.

Permanent Solutions

Kirklees Council says they are committed to helping people leave the streets permanently.

The Housing Solutions team works year-round to support those at risk of homelessness or already sleeping rough, providing support and emergency accommodation for eligible individuals.

Public Assistance

The public can assist the homeless at any time.

By using the Street Link app, residents can alert the Council’s Housing Solutions team and partner organisations about the location of homeless individuals, enabling timely assistance.
