The government has published the latest statistics on the police use of stop and search and arrest in England and Wales, up to the year ending 31 March 2023.
Statistics for Black Individuals:
The police stopped and searched black people at a rate 4.1 times higher than white people (compared with 5.5 times higher in March 2021, and 4.8 in March 2022).
In England and Wales, there were 25 stop and searches of individuals from a black background per 1,000 population in the year ending March 2023.
Merseyside had the highest overall rates at 45 stop and searches per 1,000 population, followed by Cumbria with an overall rate of 40 stop and searches per 1,000 population.
Despite Cumbria having one of the highest overall rates of stop and search it is based on a very small number of searches (48 searches) compared to Merseyside (987).
The Metropolitan Police Service (MPS) had by far the highest volume of stop and searches of black people (38,961) and an overall rate of 33 stop and searches per 1,000 population.
The lowest overall rate of stop and search of individuals from a black background was by Derbyshire and Durham, each with an overall rate of 6 stop and searches per 1,000 population.
Statistics for Asian Individuals:
In England and Wales individuals from an Asian background were stopped at a relative rate 1.4 times higher than white individuals.
There were 8 stop and searches of individuals from an Asian background per 1,000 population.
Cumbria had the highest overall rate of stop and search of individuals from an Asian background at 23 stop and searches per 1,000 population, followed by Merseyside (15 per 1,000 population).
The lowest overall rate of stop and search of individuals from an Asian background was by Wiltshire (1.4 per 1,000 population).

Statistics for Mixed Ethnic Individuals:
In England and Wales individuals from a mixed ethnic background were stopped at a relative rate of 1.7 times higher than white individuals.
There were 10 stop and searches of individuals from a mixed ethnic background per 1,000 population in England and Wales. Merseyside displayed the highest overall rate of stop and search at 29 stop and searches per 1,000 population.
Devon and Cornwall had the lowest overall rate of stop and search of individuals from a mixed ethnic background, at an overall rate of 3.1 stop and searches per 1,000 population.
Action 14 of Inclusive Britain:
This year’s statistics include an analysis of stop and search outcomes by police force area. This is part of Action 14 of Inclusive Britain.

To give greater clarity and context to stop and search data, and reassure the public about its use, the RDU will work with the Home Office, Office for Statistics Regulation and ONS to improve the way this data is reported and to enable more accurate comparisons to be made between different police force areas.
